A physician entering medical practice in the state of Florida may obtain a state medical license through examination or approval. However, to qualify for any of the licensing pathways, the physician must be at least 21 years of age, be determined by the Florida Board of Medicine (the “Board”) to be of good moral character, and must have no committed any other act. or offense that the Board has determined would constitute the basis for discipline here in Florida.

Additionally, the applicant physician must have graduated from a qualifying medical school and completed residency training. If the applicant physician attended a medical school outside of the United States, the applicant physician must demonstrate English language proficiency to the satisfaction of the Board. Finally, the requesting physician must submit fingerprints and undergo a criminal background check. Once this criterion is met, the applicant physician may be licensed by examination or approval.

To obtain the right to practice by examination, an applicant physician must obtain a passing score in any of the following:

• the United States Medical Licensing Exam (the “USMLE”) licensing exam; Prayed
• a combination of the USMLE, the United States Federation of State Medical Boards, Inc. exam (the “FLEX”), or the National Board of Medical Examiners (the “NBME”) exam.

In the event an applicant physician was licensed on the basis of a state board examination after 1974 and has held that license in at least one other jurisdiction of the United States or Canada for a period of 10 years, such applicant may obtain a Florida license. by passing the United States Federation of State Medical Boards Special Purpose Examination (SPEX). (However, if an applicant physician is not required to take and pass the SPEX exam if the applicant was licensed on the basis of a state board examination prior to 1974 and has maintained that license in at least three other state jurisdictions, the United States or Canada and has practiced for a period of 20 years)

For physicians transitioning from other states to practice in the State of Florida, the Board may issue a license by endorsement in lieu of an examination. To be considered, he/she must pay the application fee and meet the following criteria:

1. The applicant has passed all parts of a national exam (NBME, FLEX, or USMLE); Y
2. The applicant physician has been licensed and actively practiced medicine in another jurisdiction of the United States for 2 of the last 4 years; or have passed a Board-approved clinical competency exam 1 year prior to application; or have successfully completed a Board-approved postgraduate training program within the 2 years prior to application.

However, to ensure that the physician you are applying for is qualified and meets the applicable criteria, the Board may still require him or her to take and pass the applicable licensing exam and/or investigate it. The Board will not issue a license by endorsement to any applicant who is under investigation in any other jurisdiction until such investigation has been concluded without discipline. The Board may also issue a limited license by endorsement to any person who has been subject to disciplinary action in another jurisdiction.
